It seems obvious to us that we live in a state. However, modern state organisation is the result of a long process and the contemporary rule of law is not a constant. Today, states are challenged by various means, which weakens and discredits them. How then can the legitimacy of the state be strengthened?

Italy’s strategic posture

Contemporary Italy, heir to three Romas, is fundamentally Mediterranean and existentially European. These determinants do not prevent it from having a very deep alliance with the United States while maintaining a special relationship with Russia. In Europe, it has a complicated relationship with Germany, the result of centuries of experience. With the Brexit causing a reshuffling of European balances, this is a good time for a rapprochement between Paris and Rome, despite recent frictions and provided France forgets its condescension.

Lorgnette: Chadian Domino

The violent death (in troubled circumstances) of Idriss Déby, the Chadian president, constitutes a geopolitical earthquake. It is first and foremost an internal one because, as a good despot, he had not prepared his succession. Without even mentioning the representation of popular aspirations, his system will be difficult to perpetuate and should re-launch rivalries between clans. Let’s remember that the conquest of power has always been done by arms, especially by the northern tribes.

But it is above all the regional balance and the French security apparatus that are weakened. In the military system left in Africa after the Cold War, N’Djamena has always occupied a place of choice thanks to its central position. It has been strengthened more than ever following the troubles in the Sahel-Saharan strip that have followed one another over the past decade, and particularly the intervention in Mali. It should be remembered that the headquarters of Operation Barkhane is located in N’Djamena and that the Chadian troops were the only effective ones in the G5 Sahel on which Paris is basing so much hope. By domino effect, all the countries in the region can now fall. This is bad news.

What does Erdoğan tell us?

R. Erdoğan is today portrayed by some as France’s main adversary. Provocation is an art that must be decoded in order not to fall into its trap. The Turkish leader is a skilful politician who has been in power for more than fifteen years and is now changing his internal base. This motivates a large part of his current foreign policy, whose major point of friction is in the Eastern Mediterranean. A good diagnosis of the situation makes it possible to envisage the strategic direction to be taken.

Lorgnette: Presidential 2022

Of course, as with every such deadline, the elections of 2022 will not affect our diplomatic activity and our external military actions. Obviously, health, social and economic issues on the one hand, and public order, internal security and domestic terrorism on the other, will be the core of the electoral reactor of 2022. For all that, should we consider that everything has already been said by what has been done and that there will be no external issues to consider for the coming election?

Certainly not. The world is changing so fast today, from Washington to Beijing, from Moscow to Tehran and Ankara (see above), from London to Berlin, from Algiers to Bamako…

La Vigie is preparing to take stock in 2021 of the major issues of France’s security and defence, both internally and externally.

It will examine its diplomatic posture in Europe, the Mediterranean and the world, its military capabilities and operational activities, and its general strategy of presence in the world. This work will provide input for future political projects and will help inform the voters’ judgement in 2022.

Media country, real country

Contemporary media are disappointing, caught in the vise of immediacy, emotion and moral indignation. They therefore contribute greatly to the era of “post-truth” and now constitute a disconnected and subjugated class. Worse, they distance political leaders from their long-term mission and reinforce the drift towards polarization, at the risk of radicalization and therefore division. The strategist cannot remain indifferent to this deleterious development.

To the south

A strategic vacuum has set in in the Mediterranean, which Turkey and Russia have taken advantage of by arbitrating the inextricable Libyan question in their own way. The time has come for the southern Europeans to take the lead and to conduct with their vis-a-vis a truly trans-Mediterranean strategy to preserve their interests and contribute to the development and security of a Southern flank that is carrying risks that are drawing closer together.

Lorgnette: Ministry of the Sea

After two unsuccessful attempts (81/83 and 88/91), the recent creation of a Ministry of the Sea is raising hopes for a dynamic sector at the service of an overall maritime strategy. France’s maritime assets are well known (LV 145), as are the pitfalls on which the previous ministries ran aground.

The great complexity and cross-cutting nature of maritime issues requires a strong ministerial and political role, building on the achievements, while the stakes and opportunities offered by the oceans are considerable:

  • a common good to be protected, studied and exploited sustainably;
  • economic prosperity and development of our society drawn from our EEZs by an eco-responsible commitment;
  • integration of our maritime sectors, to lead the world in the wake of our blue growth, by building an innovative economic and ecological force (fishing, food, construction, transport, propulsion, marine energies, ports, river sector);
  • guarantee the safety and security of our activities and maritime spaces with regard to international law.

These objectives, taken from the PR’s speech (Montpellier, 3/12/19), are reflected in the remit of the new ministry (15/7/20). May it become, with everyone’s help, the sought-after strategic accelerator.
