Lorgnette: the fall of Icarus

If you fly too close to the sun, you risk burning your wings and falling into the abyss…

This is what the various dignitaries of the Chinese Communist Party or officials of the State apparatus experience on a regular basis, and when they fall from grace for whatever reason – which is never made public – they are invariably accused of “acts of corruption” and stripped of their professional positions and social standing.

However, the Chinese regime has done particularly well this year, dismissing its foreign affairs and defence ministers one after the other and making them disappear both literally and figuratively (damnatio memoriae by removing all references to them from government websites). The first, Qin Gang, has been missing since 25 June, the second, Li Shangfu, since 29 August. They had been sworn in in March of the same year.

These ruthless purges, while reminiscent of Mao, have rarely been so close to Xi Jingping’s entourage, and are both Stalinist in their implacability and Orwellian in their radicalism.

Still, it’s good to live in the West.

America has lost its soft power and now only shows its hard power. Disinterested in the world’s margins, no longer able to influence the whole planet, it is pulling its European ally into its anti-China obsession, without seeing that the rest of the world is organising itself without it.

Lorgnette: street violence

The successive demonstrations in France show a level of violence that is increasing. The precedents of the Notre-Dame des Landes ZAD and the Yellow Vests have indeed convinced many radicals that violence can change the course of things these days. The governmental retreats of the past authorise current audacities, which are all the more vivid because political life is sluggish. Whatever the legality of the political representations given by the institutions, the authorities have lost their majesty and therefore the auctoritas that accompanied them, and hence their legitimacy. But the disaffection with political power may go back further, when the 2005 referendum was disavowed two years later by a reform made on the sly.

Let us note that the democratic crisis is general, in Europe (Great Britain, Germany) or elsewhere (huge demonstrations in Israel). Elections do not guarantee democracy. Unfortunately, demonstrations rarely prevail, see the recent examples of Iran (LV 202), Sri Lanka (LV 190) or Algeria (file 11).

Political disorder leads to disorder in the streets. Politics needs to be refounded.

We are living in a state of protean crises, which are becoming endless and simultaneous, creating a climate of anxiety. War is a form of crisis and the military are specialists in crisis management and insist on the importance of morale in order to overcome them. Shouldn’t we draw inspiration from the military model to face current crises?

Did you say deterrence?

President Macron’s statements the other night on deterrence may have been clumsy. However, they bring up the debate on an essential question, renewed by a world nuclear order that is unravelling, from NWBT to the end of the INF treaty, from Ukraine to North Korea. It is high time to get back to the terms of the discussion.

Lorgnette: Stiff China

As we predicted last summer (LV 197), the Chinese stiffening has been accentuated on the occasion of this 20th Congress of the CCP. Let us remember that in China, power belongs to the party. We saw the humiliating way in which Hu Jintao, the previous leader, was ruthlessly dismissed in front of the world’s television channels, and also the composition of the Standing Committee of the Political Bureau, in which only Xi Jinping’s supporters were promoted.

Despite the difficulties, or more likely because of them, the Chinese leadership has chosen to persevere: in its noxious anti-Covid strategy, in the pursuit of an economic policy that has produced disappointing results this year, and in its opposition to Taiwan, which is now enshrined in the CCP charter. This clear hardening accompanies Xi’s unlimited power, designated for a third term.

The hard line can be expected to become more pronounced, both in opposition to the US and in support of V. Putin. Yet the possibility of failure increases the risk of a breakout action in the zone, notably against Taiwan, betting on a weakening US following the mid-terms. Worrying.

European Security 2022: to the results

At the results in mid-2022, the war in Ukraine appears as a major hitch in the trajectory of European security 30 years after the Cold War: a suffering Ukraine, a raw front line in the heart of a continent that is freezing, a postponed European reunification, a Russia that is turning its back on Europe and engaging in new Asian cooperative horizons. France, which cannot be satisfied with this, must retain its freedom of thought and proposal in the face of this strategic discontinuity. This war is first and foremost a question of European security, to be dealt with first and foremost among Europeans. Can we still force Russia to accept a more cooperative framework of cohabitation in Europe through a real and better coordinated strategic containment? It is by answering this question that France will be able to revise its military posture and avoid the anachronistic trap of a massive capability grooming.

The Chinese question

China is experiencing a sudden economic slowdown, due in large part to a brutal zero-covid policy. This is undermining a system based on successful growth. It affects Beijing’s international posture: less towards the near abroad than the implementation of its global policy. These economic challenges pose political problems that will be at the heart of the next CCP Congress this autumn.

Lorgnette: Heatwave

What does the recent heatwave in France and Europe tell us? First of all, the reality of climate change, now measurable by everyone, at the level of human experience. The novelty of the current episode lies in its brutality, which makes it a radical departure from the climatic variations that the earth has experienced in the past, which extended over hundreds and thousands of years. The cause is most certainly also human.

It should also be noted that it coincides with the development of globalisation in the 1980s: the emergence of the Third World and the transformation of numerous countries into manufacturing workshops has led to production, trade and consumption. The heat wave is the counterpart of our prosperity. And if China is responsible for 30% of the planet’s greenhouse gases, it is because it produces for the Western consumer.

Symbolically, this heatwave also reflects the political and economic disruption of the world. Wars and conflicts are still raging (Ukraine, Yemen, Sahel) and popular riots are on the rise (Sri Lanka, Panama). Everywhere, the planet is experiencing a heat wave.

This is worrying.

India is on its way

India is attracting little interest, even though its rank among nations is growing steadily. Its strategy remains marked by its cumbersome neighbours (Pakistan, China), but its tradition of non-alignment makes it resistant to American neo-imperial embroilment. This is an opportunity for France, which is in good agreement with this South Asian power, an agreement that goes beyond signed contracts.

Conceptual wavering

From strategic compass to strategic concept, there is a general wavering as the war in Ukraine seems to be stalling. It is the moment of the first assessments among the Europeans who are divided on the way to go. It is perhaps also the time for France to question its defence posture, to take its time to find out how to integrate the lessons of the strategic surprises coming from Moscow and Kiev.

Lorgnette: God save the Queen

The Queen of England has just celebrated her jubilee, the 70th anniversary of her reign. The longevity is understandably surprising, but not as surprising as the popular fervour that has surrounded these celebrations. A silent sovereign, the Queen nevertheless won the support of her subjects thanks to her remarkable demeanour and reserve: who was not impressed by her brief three-minute statement at the time of the Covid pandemic, calling on her compatriots to hold on? It was a change from the lengthy speeches made by other leaders.

Yet it is not this exemplary role played by an exceptional personality over these 70 years that counts. It is the tribute to the last human being who came close to the political management of the Second World War. It is true that she had no decision-making power at the time, but she already had the awareness of a national mobilisation to resist the enemy.

This memory is still prominent in contemporary England, which cannot be understood if we ignore the pride of having resisted with sweat, blood and tears. Elizabeth II is also a witness to that moment, to that sacred union of the British people. May God keep you!

Technologising armies

The technologisation of modern armies, which is supposed to give them a significant advantage over their enemies, is showing signs of running out of steam with the Ukraine campaign. Already threatened by the asymmetric response of improvised devices, these armies are also facing a strain on their basic components. Supplies and their delivery no longer seem to be secure in a conflict with global repercussions.

What is the outcome of the war?

Traditionally, wars were concluded with peace treaties because the enemy was not demonised. Since the 20th century, the enemy is often portrayed as an evil that must be annihilated: it therefore seems difficult to deal with him. However, war most often requires an end to be reached, and this is achieved through negotiations: one must know how to end a war.

Lorgnette: Taiwan’s defence

In response to a question about the US military commitment in the event of a Chinese attack on Taiwan, US President J. Biden said on Monday: “Yes, that is what we are committed to”. This statement is a departure from the usual ambiguity: since the Taiwan Relation Act of 1979, Washington had always left uncertainty as to the nature of its support for Taipei but also its respect for the Chinese doctrine of “one China”.

Is this a new outing to which J. Biden has become accustomed, using words and expressions that are often undiplomatic? In any case, his administration was keen to correct the president’s remarks. Several interpretations are possible: there is a difference of opinion between the President and his administration, or following Ukraine the President wants to assure his allies of the solidity of his support or, even more subtle, to be ambiguous in the exit of ambiguity towards China.

One last hypothesis is not mentioned but is worrying: J. Biden is allowing himself to speak without consulting his entourage, a criticism that was long made of his predecessor. This would be worrying.

Djibouti, a coveted strategic crossroads

As an established fulcrum at the convergence of the major maritime routes linking Asia and the Middle East on the one hand, and Africa and Europe on the other, which became a strategic crossroads during the Cold War, the Republic of Djibouti’s strategic dimension was strengthened as it entered the 21st century. The subject of massive economic investment from China and home to the military bases of six different foreign countries, with those of China and the United States surpassing those of France (former sovereign power on the territory), this tiny state has engaged in subtle and lucrative diplomacy, not without risks, in order to guarantee its political autonomy, security and development.

Risks and conflicts

2021 will provide the basis for the 2022 election platforms. The recent publication of an Update to the 2017 Strategic Review is part of this framework. The exercise is classic, well-written and somewhat agreed upon, but it serves above all to justify capacity needs. It lacks boldness in the face of undiscerning risks and a new, ambivalent and below-threshold conflictuality, both external and internal. It does not outline a necessary integral strategy. This is a pity.

Lorgnette: New start

As soon as he arrived, Joe Biden proposed a five-year extension of the New Start Treaty. Russia agreed immediately. This is good news. New Start was indeed the last arms control treaty in force. Bilateral, it linked Washington and Moscow to limit the number of their nuclear weapons. It was due to expire on 5 February and it is likely that a re-elected Donald Trump would have let the deadline pass, as he had withdrawn from other treaties. This was not the decision of his successor.

The extension means that the bilateral dialogue should resume in a more conventional way, which does not mean that tensions will ease. One recalls the Democratic Party’s obsession with “Russian fraud” and the suspicion of connivance between Mr Trump and Putin. J. Biden will have to take this fringe of his party into account. However, returning to international negotiations is a good signal. Above all, it reopens perspectives on nuclear issues: updating the JCPOA agreement with Iran or dealing with the Treaty on the Prohibition of Nuclear Weapons (TPNW cf. LV 87). We will follow this closely.

2021 : Blurred perspective

2021 will see a slow recovery from the crisis, both in terms of health and the economy. It will confirm the demand for policy and weak ideological responses to it; the security fronts will continue to be as diverse as ever. The new American President J. Biden will give a new style but will continue the tension with China, which will remain the main geopolitical trend. In France, in addition to managing the crisis, the year will gradually move towards preparing for the presidential election, which will require a number of clarifications on our strategic posture.

Few countries have experienced such a rapid change in their security environment as Australia is experiencing as a result of climate change, the Covid-19 pandemic, the associated economic crisis and the diplomatic tensions and retaliatory trade measures taken by Beijing. The confrontation between China and Australia has lessons for the world’s powers as far away as Europe and France.

Lorgnette: Those of 14

With Maurice Genevoix’s entry into the Pantheon, France is of course celebrating a singular author. He is a poet of nature (Raboliot and La dernière harde) but he enters the Pantheon for another work, Ceux de 14, which gathers five volumes of testimonies on the First World War. The heroic virtues of the latter are already magnified by the unknown soldier under the Arc de Triomphe. The Pantheon needed another way to honour our elders: it would be through literature. Why not?

However, without wanting to belittle Maurice Genevoix, a valiant and talented writer, one may question the decision to place him in the Pantheon. In 33 years, nine illustrious men and women have thus joined the necropolis. There is a kind of inflation, which is in line with the vogue for national tributes in the Cour des Invalides, formerly reserved for soldiers who died for France, now used to celebrate famous missing persons; what should we think of this curious “medal of the victims” which has just been created? If we want to celebrate or commemorate too much, we lose the hierarchy of values. Too much of a desire to magnify levels the playing field.

It is a pity.

After Hong Kong, Taiwan?

After the early abrogation of the Basic Law in Hong Kong and the promulgation of the National Security Law on 1 July 2020, Beijing has weakened its international credibility while sending a clear signal on how to settle international disputes, considered by the Communist Party as Chinese internal affairs. In an unstable strategic context, where relations between China and the United States are bound to be tense, the normalisation of Taiwan’s status is a matter for which the best chancelleries must prepare themselves in a concerted manner, at the risk of finding themselves once again without one.

The new Macron doctrine

The recent interview given by the President of the Republic on foreign policy constitutes a “Macron doctrine”. The diagnosis is clear and bears witness to a fine evolution. The denunciation of a Washington consensus is lucid, the call for European strategic autonomy is clear, the designation of a Euro-African axis is a priority. Nevertheless, this brilliant discourse may lack pedagogy with our neighbours and partners and hardly conceals the limits of the implementation of this ambition.

Lorgnette: Russian Sudan

Russia seems to be everywhere. It can be seen in Syria, the Caucasus, Libya, Egypt (LV 99) to mention only the Mediterranean rim. It has just signed an agreement to establish a naval base in Sudan. This shows a “grand strategy” that articulates several elements: firstly, the return to Africa that we have been seeing for many years, with actions in CAR and stronger links with various powers on the continent. Secondly, a stubborn opening towards “hot seas”, in this case the Indian Ocean. When China and Japan set up bases in Djibouti, Moscow moved a little further south, allowing a relay to East Africa and the Indo-Pacific. Finally, let us note the consolidation of a reborn maritime power, further densified by the opening of the northern passage.

From the Sudanese point of view, while the transitional regime saw the departure of Omar el Bechir (see note and LV 123), the opening of the game is obvious: it is a question of finding relays outside the American and Saudi sponsors (even if Khartoum has moved closer to Israel). But it is also a question of weighing up against problematic neighbours (southern Sudan, Egypt, even Ethiopia and Chad).

The Westphalian international order, which was intended to be egalitarian, has ended up degenerating into the law of the strongest: some States, using leverage, will try to compensate for their weakness by adopting an original model that should guarantee their survival. We shall call them the mavericks’ and here we propose a typology of their strategies.

There is no more West.

The West was at the same time a civilization, a way of thinking marked by doubt and science, a world domination and a geopolitical device focused on the alliance between Europe and America. But both America and Europe are in deep disarray as the link between the two sides of the Atlantic inexorably unravels. The West is no longer, if not as a remnant of an ancient but already extinct world. Let us become aware of this in order to build a new system.

Lorgnette: Hong Kong mastered

China finally decided to take over the Hong Kong enclave, despite a special status negotiated in 1997 that was to last fifty years. The “one country, two systems” theory has just been shattered a quarter of a century ahead of schedule.

This decision does not really surprise even if Beijing takes a risk, that of seeing the financial and commercial place that HK was and of tarnishing its image. But the ceaseless demonstrations, at a time when the Chinese power has been stiffening for several years in the face of difficulties, constituted an internal challenge that could not last any longer. Indeed, China is first of all obsessed with maintaining its unity, guaranteed by sustained growth rates that were fading away, a trend that accelerated with the pandemic. The Chinese decision must first be understood along that way. Yet Beijing felt strong enough to challenge the international community, especially the United States.

Beyond that, it reinforces the bad image given by China that has spread throughout the world over the last six months. It seems to ignore it, confident of its power and negligent towards the rest of the world, in line with its ancestral attitude.

Taiwan now remains to be watched.
