Lorgnette: The return of war

In 2023, the number of wars and casualties rose to levels not seen since the end of the Cold War. While the second half of the 20th century saw a decline in the number of wars and armed conflicts, over the last few months these have been on the rise again, both in terms of numbers and victims.

2023 has counted nine major wars around the world, taking place in the Sahel (1,418 deaths in Burkina Faso alone in 2022), Somalia, Sudan (since the start of the war in April 2023, there have been 6 million displaced persons and already 9,000 deaths), Burma, Ukraine (it is plausible that each side could exceed 100,000 deaths, mainly in the military), Gaza, Nigeria, Syria and Yemen, three wars that continue to claim large numbers of victims.

And yet these wars are attracting varied attention: while the French public is interested in Ukraine and, to a lesser extent, Gaza, no one is watching Burma, the African conflicts or Yemen. We should be wary, however, of Western centrism, despite its media power. Finally, with rare exceptions, today’s wars are long. They rarely result in clear-cut victories.

Intensity, symmetry, threshold, model

From a theoretical point of view, what does the war in Ukraine tell us? Many talk about high intensity. It is more a question of symmetry, which leads to threshold effects but also to technological mixes of old weapons and new objects. A fine diagnosis must be made that questions our armed forces model.

Turkish balancing act

The Turkish regime is trying by all means to stay in power, but the economy has been cruelly hurting the man in the street for the past year, and the Ukrainian crisis has only reduced the margins of manoeuvre, making the diplomatic position vis-à-vis Russia delicate. As Erdogan strives to improve foreign relations, the only way out should be an increased presence in Libya, where hydrocarbons represent a lifeline for Turkey, away from Russia and Iran.

Lorgnette: United Ireland?

The Brexit (LV 135) has raised the question of the future of the United Kingdom (LV 105) since its adoption. If many thought that the disintegration of the kingdom would come from Scotland (LV 71), the recent elections in Northern Ireland indicate a second possible cause. Indeed, the nationalist party Sinn fein (in favour of reunification with Ireland) won (27 seats out of 90) while its unionist opponent, the DUP, obtained only 25 seats. Sinn fein will therefore form the government, with the DUP appointing a deputy prime minister according to the Good Friday Agreement (1988). Negotiations were going to be tough.

The result of the elections is primarily due to social causes, inflation and the division of the DUP following the Brexit agreements which ratified a complicated agreement for Northern Ireland, a “protocol” governing customs provisions (it provides for free movement with the Republic of Ireland but controls with Great Britain). So it is the European question that is posed to London, once again. The fact remains that this vote opens the way, if things continue, to a referendum for unification in a few years’ time.

On civil war

Civil war is a conflict between parties in a constituted political unit. Its causes have varied throughout history, but like external warfare, it contributes powerfully to the constitution of the state (or to its dissolution). Today, it seems much more frequent than external war, even if it seems unlikely in France.

Lorgnette : pre-2022 strategic debate

The preparation of the 2022 electoral scene continues with new candidates. Preliminary debates focus on issues of purchasing power, immigration and internal security (see above). They address the domestic issues that are crucial in a presidential election. Yet the prospect of the upcoming French presidency of the European Union opens the door to debates on the posture of the European Union and its strategic autonomy in the current world disorder. French arms export successes underline the rearmament of Middle Eastern countries, the volatility of power relations in West Asia (see above) and the ongoing technological competition. The Sino-American rivalry is more about Taiwan than the New Caledonia referendum and France’s interests in the Asia-Pacific.

The debate of the electoral campaign should, however, seriously address the strategic questions of the ambient conflict, France’s military commitments, France’s place in Europe and Europe’s place in the world, and the means to be devoted to the country’s security.

Mixed war

War is no longer effective! it remains, however, but the representation that we have deceives us, from Napoleon to the Hairy and the parade of July 14 to Operations in Africa. We seek to respond to an outdated form of war, knowing that it has taken many other forms (economic, cyber, monetary, media …): as many theaters of operation where take place the real strategies of power. To fail to understand this is necessarily to mislead the commitment of the combat forces that remains necessary, but on the condition of being subordinated to a complete strategy.

Alliance: vacancy or emptiness?

An EU full of false pretenses, a helpless Alliance, a possible Russo-American arrangement on the European back, the strategic failure is confirmed. France should seize it to promote a median position placing Europe to the Urals in a stable equilibrium between America and China, the two commercial competitors who decided to go to a long war.
