There is no magic weapon

The recent decision by the Europeans and Americans to supply tanks to Ukraine was intended as a show of unity in favour of Kiev. The difficulties in achieving this, and the relief that resulted, show that the issue remains fragile. Above all, it is based on an illusion: that arms alone can change the course of the war, whether by their quality or their quantity. Beyond that, a concern is surreptitiously emerging: is it still about winning or is it now about not losing?

Will the rear end hold?

If the fortunes of the weapons mainly decide the fate of a war, it is essential to also worry about the rear: if the combatants develop a certain and indispensable self-sufficiency, this is the result of the efforts made by the rear. The war in Ukraine shows us, however, that the notion of the rear is not as simple as one might think, and that the rear can also have a certain geographical depth.

Lorgnette: Israeli-Palestinian peace process

Recent events in Palestine have once again put the Palestinian question at the heart of the news. While it is likely that everyone will do their best to ignore it, it is important to note that it is still there because no solution has been found. The Abraham Accords promoted by D. Trump explicitly ignored it, organising a peace between Israel and certain Arab countries while agreeing to ignore the Palestinian question. Without going back to the triggering element of this week’s incidents, let us observe that the lukewarmness of international reactions is justified by the assumption that there is a peace process that is taking its course. This is obviously false.

It should be remembered that this is not (despite the use by some of the word terrorism equated with jihadism) a religious issue but a question of national liberation – and therefore of the freedom of peoples to self-determination – and of the political control of a population and of territories by an occupier. This is the original objective of the peace process. That it is obviously not working means that there is no peace. But who draws the conclusions? The EU looks the other way, as it is so quick to agitate for values. It is a sign of its hypocrisy and thus loses its credit.

High intensity: taking the high road

The prevailing discourse, especially since the new phase of the Russian-Ukrainian war started on 24 February 2022, insists on the need for the French armed forces to be prepared to be engaged in a ‘high intensity’ war scenario. While leaving the decision to modify the operational contract of our expeditionary armies to the political power, let us lend ourselves to the exercise: inspired by what we can observe in Ukraine, what are the lessons that we must (re)learn to be able to fight such battles?

Lorgnette: The Kerch Bridge

On the night of 7-8 October, the Ukrainians managed, to the surprise of everyone, to hit the Kerch Bridge, presumably with the help of a naval drone. This was not only a serious blow to Russian logistics but also a deliberate attack on one of the symbols of Crimea’s attachment to Russia.

On 5 December, barely two months later, Vladimir Putin visited the bridge, which he himself had inaugurated on 15 May 2018.

This visit, which few people expected, is rich in lessons. If Putin travels to and from this bridge in person without any problems, it is because he is healthy enough to do so, that he is not afraid to be absent from places of power despite the conspirators, that he manages to move without foreign intelligence anticipating it, that Russian engineering is working hard and that there is no question, despite the withdrawal from Kherson, of abandoning Crimea.

At the same time, the Ukrainians managed to hit two strategic bases 800 km inside Russia. The political stakes are rising on both sides.

This war is far from over.

Maverick states

The Westphalian international order, which was intended to be egalitarian, has ended up degenerating into the law of the strongest: some States, using leverage, will try to compensate for their weakness by adopting an original model that should guarantee their survival. We shall call them the mavericks’ and here we propose a typology of their strategies.

There is no more West.

The West was at the same time a civilization, a way of thinking marked by doubt and science, a world domination and a geopolitical device focused on the alliance between Europe and America. But both America and Europe are in deep disarray as the link between the two sides of the Atlantic inexorably unravels. The West is no longer, if not as a remnant of an ancient but already extinct world. Let us become aware of this in order to build a new system.

Lorgnette: Hong Kong mastered

China finally decided to take over the Hong Kong enclave, despite a special status negotiated in 1997 that was to last fifty years. The “one country, two systems” theory has just been shattered a quarter of a century ahead of schedule.

This decision does not really surprise even if Beijing takes a risk, that of seeing the financial and commercial place that HK was and of tarnishing its image. But the ceaseless demonstrations, at a time when the Chinese power has been stiffening for several years in the face of difficulties, constituted an internal challenge that could not last any longer. Indeed, China is first of all obsessed with maintaining its unity, guaranteed by sustained growth rates that were fading away, a trend that accelerated with the pandemic. The Chinese decision must first be understood along that way. Yet Beijing felt strong enough to challenge the international community, especially the United States.

Beyond that, it reinforces the bad image given by China that has spread throughout the world over the last six months. It seems to ignore it, confident of its power and negligent towards the rest of the world, in line with its ancestral attitude.

Taiwan now remains to be watched.

Viruses and strategy

Covid-19 reminds us of forgotten notions, such as the “Bacteriological” of the CBRN. Various response strategies have been implemented (fixing, blocking, slowing down) that put in tension the normality of systems in the face of chaos. The crisis is accelerating the current turning point of globalization because, beyond the harsh economic crisis that is coming, new frameworks for a different regulation will have to be installed. The crisis is not only a health crisis, it brings us back to the essential.

Lorgnette: War on the virus?

During his televised speech on 16 March, the President of the Republic called for national mobilisation in the face of the Covid-19 pandemic. It is not a question here of criticizing the exceptional measures that have been taken and which correspond to an extraordinary situation. On the other hand, the RP has declared on six occasions that “we are at war“, specifying only once that it was a health war. The search for a theatrical effect to mobilize the population can be irritating. It shows a lack of reflection on war.

At La Vigie, we regularly speak out against the abusive expression “war on terrorism“, imported without reflection from across the Atlantic and constantly used, because it fails to designate an enemy that is primarily political. In this case, the enemy is a virus! If we are at war, will the RP therefore call Parliament to implement Article 35 of the Constitution (The declaration of war is authorized by Parliament)? This is only emphasis, we will be told: a figure of speech. But war is neither a figure of speech nor an artifice of communication. Communication does not take the place of strategy.
